Heather Jefferis

Heather Jefferis is the executive director of the Oregon Council for Behavioral Health (OCBH) and participates in a wide variety of forums to ensure their members’ voices are present and actionable. OCBH is Oregon’s largest behavioral health association, providing the full continuum of services of prevention through residential services and withdrawal management. Over the last 25 years of working in substance use disorder and mental health, Jefferis has been privileged to sit in a variety of seats. She has provided direct services as a master’s level clinician and served as a program director, executive and board chair. She has developed, implemented and operated equitable programming serving across the lifespan within government behavioral health clinics, nonprofit clinic settings and criminal justice programs. She continues to promote an equitable and sustainable system that scales access to support Oregonians on their path to equitable, whole-person and family health.
